Cabinet of Ministers is eager to develop offshore carbon projects in Black and Azov Seas

Prime Minister of Ukraine Yuliya Timoshenko got an opportunity to correct miscalculations in the plans of offshore areas of Black and Azov seas development. Government is preparing a document that will decide the fate of oil and gas shelf. On the instruction of Vice-minister Oleksandr Turchinov five ministries - the Ministry of Environmental Protection, Ministry of Fuel and Energy, Ministry of Economy, Ministry of Finance and Ministry of Justice should complete the project of the National Programme of Mineral Raw Material Base Development in Ukraine till 2030.

Amendments have to take into account the norms of the project of the state targeted economic programme of carbohydrate resources development of Ukrainian sector of Black and Azov Sea in 2010 – 2019. The Ministry of Fuel and Energy should develop this programme on the basis of corresponding Concept.

The authors of Concept remind that in September 1996 the government governed by Pavlo Lazarenko has developed the programme document of analogical orientation. The term of its action was finished in 2008. In general this programme document was executed only on 10,63% for 12 years. The Lazarenko programme indexes were failed through “systemic underfunding”.
It was calculated in the Yulia Timoshenko government that actual expenses on the exploration works in 1996-2008 were only 7,4% from planned. “11 bcm of gas were produced for the period 1996-2008 instead of 25 bcm planned. The planned oil production wasn’t even started” – the Cabinet of Ministers states.

The new state targeted programme of carbohydrate resources development of Ukrainian sector of Black and Azov Sea on 2010 – 2019 will improve the situation. This programme should clear determine the works volumes, kinds and directions, mechanisms of their conducting and financing. The volume of developed budget funds will be determined annually, according to “concrete tasks and financial possibilities”.

The authors of new document Concept have ambitious aims: “Programme realization will allow to open 13 new deposits in the period 2010 - 2019”. Taking into account acting deposits the annual gas production volume will reach 65,6 bcm of gas and oil production 35,6 million tones in 2019. State expects income will be 8,835 billion UAH.

These aims which now seem fantastic as government predicted will become reality by means of: legislative changes and economic stimulation of measures on development of oil and gas deposits, adaptation of the Ukrainian legislation to the norms of EU, creation of the state system of monitoring and control of effective implementation of works on the shelf of Sea of Azov and Black sea, drafting of regulatory and legal acts that will create terms for foreign and domestic investments inflow.

"At present share of state enterprises at market of exploration, production and development of hydrocarbon resources, is 94% on land and 100% in the off-shores of the Sea of Azov and Black sea. One of reasons of slow rates of development of new deposits is an imperfect regulatory and legal framework in the field of subsoil use that creates large risks for investors. State enterprises which refer to the sphere of management of the Ministry of Fuel and Energy function on verge of profitableness, because of the deficit of financial resources they can’t intensively introduce modern technologies, renew capital assets", - in such way authors of Conception describe the current situation.
